Expressions of interest for Individual_ Financial Management Assistant

The Government of Albania (GoA) has received a loan in the amount of 62.5 million Euros financing from the World Bank towards the proposed Albania Water Sector Investment Project (AWSIP). The main objectives of the Project are: i) improve the quality of water and wastewater services in the Durres Utility Water Utility Service Area; (ii) improve the financial performance of Durres Water Utility.

The project implementation is carried out by PIU, on behalf of MTI/GDWS. PIU is responsible for overall project coordination, procurement, financial management, disbursement, technical coordination, monitoring &evaluation and reporting, under the day-to-day supervision of the DG of GDWS. The DG of GDWS and PIU will be responsible to assist PMT in all communications and institutional relations with MoF, and line ministries, as well as the DWU and Local Government Units of Durres area. The PIU will maintain the day-to-day communication with them, and the Bank, prepare reports, minutes of meetings and represent the MTI/PMT vis-ą-vis the consultants, contractors, and other project stakeholders. The PIU will carry out contract management, fiduciary, safeguard responsibilities, on behalf of the MTI/GDWS.

The financial management assistant will support and report  to the Financial Expert for preparation and record keeping of all the procedures executed during project implementation, preparation of all requests for payment, verify the supporting evidence, assist the FM to record the data in the accounting system, assist the FME to prepare monthly and quarterly reports, assist the FME to prepare withdraw application including supporting documentation etc. .

Specific responsibilities of the Financial Management Assistant are described in Terms of Reference published at www.dpuk.gov.al.

The attention of interested Consultants is drawn to paragraph 1.9 and 1.11of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (“Consultant Guidelines” dated January 2011), setting forth the World Bank’s policy on conflict of interest and eligibility.

In addition, please refer to the following specific information on conflict of interest related to this assignment:

Bank policy requires that consultants provide professional, objective, and impartial advice and at all times hold the client’s interests paramount, without any consideration for future work, and that in providing advice they avoid conflicts with other assignments and their own corporate interests. Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interest of the Borrower

An Individual Consultant will be selected in accordance with the IC (Individual Consultant) method set out in the Consultant Guidelines.


To be eligible the candidate should fulfill the following qualifications:


·        Have a relevant university education in accounting ,finance and business administration;

·        Professional experience in accounting and financial management (min 3 years)

·        Working experience in WB financed projects any other international organization, is preferred.

·        Good knowledge of Government accounting, financial management systems, and budgeting system, and tax and legal requirements in Albania;

·        Good computer literacy and functional ability in processing word and excel documents;

·        Have good knowledge of English and be able to communicate (oral and written) effectively.

·        Proficiency in use of accounting and financial management programs (Alpha).
